The project in aligned with the ADB's Strategy 2030, which provides a special attention for the needs of landlocked economies and supports improving regional connectivity and competitiveness by addressing cross-border infrastructure needs. Geographically, it partially overlaps with the project "Uzbekistan: Second CAREC 2 Road Investment Program".
